When the cooperative hires transport for its produce, it's the contracting shipper. You generate the document from the office or the packhouse and the carrier carries it on their phone.
Article 4 of Orden FOM/2861/2012 defines the contracting shipper as whoever directly hires the transport from the party that performs it, "whether the actual shipper or another carrier, a cooperative or marketing company, a transport agency, a freight forwarder, a wholesaler-distributor, a logistics operator…".
If the cooperative hires the lorries that take its produce to the processor, the market or the customer, it provides half of the document's data and is jointly liable for it with the carrier.

Or call us: +34 959 54 07 12If it's the one hiring the transport, yes: it's the contracting shipper. It provides the data on the shipper, the carrier, the origin and destination and the goods, and is jointly liable with the carrier if the document isn't issued or isn't on board, unless it can prove it issued it.
Then the contracting shipper is whoever hires that transport. The cooperative can still issue the document with its dispatch data if you agree to it.
Yes, for at least one year. If one of the two parties generates the document, it's enough for the other to be able to download it during that year. DeCA keeps them in its repository with their web address.
No. The DeCA is for domestic transport and cabotage. International transport still uses the CMR consignment note.
