Ley 9/2025 de Movilidad Sostenible (Spain's Sustainable Mobility Act). From 5 October 2026 the control document for public road haulage must be electronic. There is no grace period: each consignment without a valid document means a fine of 401 to 600 euros.

What changes on 5 October under the new Act?

The control document has been mandatory since 2013 and you already carried it on every trip, usually as a delivery note. What's new is the format: it must be a digitally generated PDF with its own web address and a QR code containing it.

PDF with QR code

No scans or photos of the delivery note. The document is generated digitally and carries the printed QR code with its download address.

Direct download

At the check the QR code is scanned and the PDF downloads instantly. No sign-ups, no passwords, no buttons.

Heavy fines

For each consignment without a valid document. Both the contracting shipper and the actual carrier are liable, each for their own data.

Orden FOM/2861/2012, Ley 9/2025 (eighth transitional provision), Resolution of the Directorate-General for Road and Rail Transport of 5 June 2026, and articles 141.17 and 143 of the LOTT.

How it works

1

The document is generated

From Arigest, Agrocom, GAP, Gesthorm, Facturacom or Recodat, from your own software or from our website. Shipper, carrier, number plate, date and consignments. As soon as it's saved, the PDF with its QR code exists.

2

It reaches the driver

One click opens WhatsApp with the number and link ready. A printed copy works too: the QR code is what matters.

3

At the check, one scan is enough

The driver shows the PDF or just the QR code. The inspector scans it and downloads the document. If something changes en route, a new version is generated and the previous one is kept.

Three ways of working, one repository

Choose the one that suits your company. All three store the document in the same place, with the same URL and the same QR code.

AYou use an Infonet application

Automated upload from your software to DeCA

Arigest, Agrocom, GAP, Gesthorm, Facturacom and Recodat generate the delivery note with the QR code and upload it to the repository. Your team changes nothing about how they work today: print or send the delivery note and it's already a valid DeCA.

BYou have your own software

You upload your PDF and we add the QR code

Your software keeps producing the delivery note as always. You upload the PDF to our website, we read its data so you don't have to type it, you place the QR code wherever you like on the preview and we store it in the repository: it's accessible from its web address for the driver and for inspections. A list of everything uploaded, a WhatsApp button for the driver and corrected versions whenever something changes.

Our website from any phone or computer

Log in with your user account and fill in the form, helped by what you've used before: shippers, carriers, number plates. In seconds you have the document with its QR code. A list of everything generated, a WhatsApp button for the driver and corrected versions whenever something changes.

What the DeCA requires and how we comply

Requirement (DGTCF Resolution of 5 June 2026)How we comply
Data from article 6 of Orden FOM/2861/2012: contracting shipper, actual carrier, origin and destination, goods and weight, date, number platesEvery field is validated before generating. Shipper and carrier are labelled and kept separate in the PDF.

Unique web address per document, HTTPS, with direct download and no credentialsEach PDF has its own URL with 32 random characters. It opens and downloads without any intermediate step.
QR code inside the PDF with that addressPrinted on the document itself and also available as an image to send separately.
Created before the service starts and given to the driver, on a phone or on paperWhatsApp button with the number and link ready. Direct printing of the ticket with the QR code.
Changes en route, keeping the originalA new version is generated with the reason for the change. The previous one can still be downloaded and is marked as superseded.
Retention for at least one yearNothing is deleted. Documents stay in the repository and can be viewed and downloaded.
No registration or notification to the Ministry, no mandatory signatureNothing needs to be registered on any official platform. A signature is not required for administrative validity.

For businesses that hire transport every day

Concrete plants, aggregates, cooperatives, warehouses, distribution. In many sectors the delivery note is, in practice, the control document. If transport is done by third-party vehicles or self-employed hauliers, it's public transport, and from 5 October that delivery note must be electronic.

Infonet develops management software for companies that load and move goods: Arigest, Agrocom, GAP, Gesthorm, Facturacom and Recodat. That's where DeCA comes from: we know the delivery note, the plant, the warehouse and the building site.

Regulatory FAQ

Is it a new document?

No. It's the administrative control document of Orden FOM/2861/2012, the same one that has been mandatory on paper since 2013. What changes is that from 5 October 2026 it must be electronic.

Does it have to be uploaded to a Ministry platform?

No. The Ministry says so on its own website: there is no official app and nothing has to be registered. Each company keeps its documents in its own repository, and at checks they are downloaded from the URL in the QR code.

Is an e-signature or digital certificate required?

No. Neither the Order nor the Resolution requires a signature for the document to be valid. Only if you also use it as a contract, for example as a signed consignment note, would it need an advanced electronic signature.

Is my PDF delivery note sent by WhatsApp already valid?

Only if it's a digitally generated PDF with the QR code printed on it, and that QR code leads to an address where the PDF downloads directly. A photo or scan of the delivery note is not valid.

What if the trailer or destination changes en route?

A new document is generated with the corrected data and the reason for the change, and it's sent to the driver. The previous one is kept. Handwritten notes on a printed copy are not valid.

Does it apply to international transport?

No. The DeCA is for domestic transport and cabotage. International transport still uses the CMR consignment note. The electronic CMR is not mandatory.

What if there's no signal at the check?

The driver doesn't need a connection: they carry the PDF downloaded or printed. The one who downloads it is the inspector, with their own device. If they can't do it at that moment, the Resolution requires the URL to remain available for at least seven days after the service.

My vans too?

It depends on the operation, not the size of the company. Vehicles of up to 2 tonnes don't need a transport authorisation and therefore don't carry a control document. Between 2 and 3.5 tonnes they do, unless it's small-parcel delivery or removals.

How does the free DeCA month work?

Sign up on the website with your company's tax ID and confirm your email: from that moment you have 30 days with everything included — the platform, the mobile app and the API. We don't ask for a card. We'll remind you before it ends and, if you don't subscribe, the account is paused with your data kept and you pay nothing.

It's already mandatory. Try DeCA free for a month.
