Own account transport: when your fleet carries no DeCA.
The DeCA is for public (hire-and-reward) haulage. If you move your own goods with your own lorries and drivers, it's own account transport (in Spain, transporte privado complementario) and needs no control document.
What own account transport is
It's transport a company carries out of its own goods, with the company's own vehicles and drivers: the plant that delivers its concrete in its truck mixers, the quarry that supplies its aggregates in its lorries or the warehouse that delivers with its vans. Its conditions are set out in article 102.2 of the LOTT (Ley 16/1987, de Ordenación de los Transportes Terrestres, Spain's Land Transport Act).
Orden FOM/2861/2012 regulates the control document for public road haulage, carried out for hire or reward. That's why Spain's Ministry of Transport says it plainly in its DeCA FAQ (consulted on 15/10/2026): the DeCA does not apply to own-account transport (“el DeCA no aplica a los transportes privados complementarios”).
Who moves what decides whether a DeCA is needed
- Own lorry and own goodsOwn-account transport: no DeCA. It's advisable to carry papers proving that the vehicle and the goods belong to the company.
- A carrier's or self-employed haulier's lorryPublic haulage: the consignment carries a DeCA and, if you hire the transport, you're the contracting shipper.
- A carrier who passes the job onIf you subcontract a journey to another carrier, you're the contracting shipper for that consignment and it carries a DeCA.
What papers to carry with your own fleet
A consignment without a DeCA doesn't mean the lorry travels without papers. Throughout this website we sum it up like this: it's advisable to carry papers proving that the goods and the vehicle belong to the company.
The Ministry spells it out in the same FAQ: those papers must prove the conditions in sections a), c) and d) of article 102.2 of the LOTT, which are what set own-account transport apart from public haulage.
Own lorries and self-employed hauliers on the same day
Many plants and quarries do both: their own fleet plus self-employed hauliers at peak times. The obligation applies per consignment, not per company. The journey your lorry makes with your goods carries no DeCA; the one the self-employed haulier makes does.
With DeCA you generate the document only for the consignments that need it: from Arigest, Agrocom, GAP, Gesthorm, Facturacom or Recodat, by uploading the PDF from your own software or from the website, for a flat rate of €25 a month per company with unlimited documents and users. See how it works in concrete plants, quarries and aggregates and warehouses and distribution.
FAQ
Do my own lorries need a DeCA?
No. With your own vehicles and your own goods it's own-account transport (transporte privado complementario) and doesn't need a DeCA, although it's advisable to carry papers proving that the vehicle and the goods belong to the company.
And if one day I hire a self-employed haulier?
That journey is then public haulage and carries a DeCA. If you hire it, you're the contracting shipper: you provide four of the document's eight data items and are liable for them.
My vans too?
It depends on the operation, not the size of the company. Vehicles of up to 2 tonnes don't need a transport authorisation and therefore don't carry a control document. Between 2 and 3.5 tonnes they do, unless it's small-parcel delivery or removals.
How does the free DeCA month work?
You sign up on the website with your company's tax ID (NIF) and confirm your email: 30 days with everything included, the platform, the mobile app and the API, no card needed. If you don't subscribe, the account is paused with your data saved and nothing is charged.
